Adult
Protective
Services
(APS)
investigates reports of abuse, neglect and exploitation of
adults over 60 years of age and of incapacitated adults over 18
years of age and provides services when persons are found to be
in need of protective services. The philosophy of APS
includes all of the components of Adult Services' philosophy
with the following additions:

Adult abuse, neglect, and exploitation are primarily social
problems, and their resolution, for the most part, should be
sought through the provision of social, support, and medical
services rather than through the legal system. (This does
not include incidents of domestic violence that are issues for
the legal system, nor does it include felony abuse and neglect
as defined in the Code of Virginia, Section 18.2-369.)

Legal action is considered only after all other alternatives
have been explored.

When legal intervention is required, the least restrictive means
of intervention must be used.
